Internet Crimes Against Children (ICAC) Unit Make Sex Trafficking Arrests


PIERRE, S.D  -  Attorney General Marty Jackley, Minnehaha County Sheriff Mike Milstead and Sioux Falls Police Chief Doug Barthel announce that the Division of Criminal Investigation and Internet Crimes Against Children (ICAC) Task Force have conducted investigations into sex trafficking in Sioux Falls.

 “I would like to thank our officers for conducting a strong cooperative operation that protects our children in South Dakota,” said Jackley.

The investigation resulted in the following felony arrests for sex crimes:

Jose Joaquin Oxlaj, 26, Guatamala
-one count of solicitation of a minor, class 4 felony punishable by up to 10 years imprisonment and/or $20,000 fine.

Andrew Richard Krogman, 35, Doon, IA
-one count of solicitation of a minor, class 4 felony punishable by up to 10 years imprisonment and/or $20,000 fine.

Scott Robert Larson, 29, Sioux Falls, SD
-one count of solicitation of a minor, class 4 felony punishable by up to 10 years imprisonment and/or $20,000 fine.

Lance Eugene Hunter, 29, Sioux Falls, SD
-one count of solicitation of a minor, class 4 felony punishable by up to 10 years imprisonment and/or $20,000 fine.

Nathanuel Walter Downs, 27, Sioux City, IA
-one count of solicitation of a minor, class 4 felony punishable by up to 10 years imprisonment and/or $20,000 fine.

Benjamin Lyle Iverson, 25, Sioux Falls
-one count of solicitation of a minor, class 4 felony punishable by up to 10 years imprisonment and/or $20,000 fine.
- 2 counts of Aggravated Assault on a Law Enforcement Officer, class 2 felony, maximum sentence of twenty-five years imprisonment and/or $50,000 fine

These six individuals are presumed innocent until such time as proven guilty.

The Attorney General’s Office would like to extend its appreciation to the Sioux Falls Police Department, Minnehaha County Sheriff’s Office, Watertown Police Department, Department of Homeland Security and the FBI for their efforts and continued cooperation.
