Perkins County Man Indicted on Kidnapping and Rape Charges

PIERRE, S.D. – Attorney General Marty Jackley and Perkins County States Attorney Shane Penfield announced today that a Perkins County grand jury has indicted Richard Seidel, 55, Bison, charging him with one count of kidnapping, class C felony, punishable by life imprisonment and/or $50,000 fine, one count of kidnapping in the alternative, class C felony, punishable by life imprisonment and/or $50,000 fine, one count of 2nd degree rape, class 1 felony, punishable by up to 50 years in the state penitentiary and/or $50,000 fine, one count of commission of felony while armed with firearms, class 2 felony, punishable by up to 25 years in the state penitentiary and/or $50,000 fine and one count of aggravated assault- domestic violence, class 3 felony, punishable by up to 15 years in the state penitentiary and/or $30,000 fine.

Charges stem from an incident that occurred in Bison on November 2, 2017.
Seidel is presumed innocent until such time as proven guilty.

This case is being investigated by the Perkins County Sheriff’s Office and the Division of Criminal Investigation and prosecuted by the Perkins County States Attorney and the Attorney General’s Office.
