Charges stemmed from a donation that Swier received while Treasurer of the South Dakota Telecommunications PAC. Swier’s fines were suspended on the condition that he return $6,500 to Free Conferencing Corp. and will comply in the future with full disclosures, amendments or corrections when required by law.
