Rapid City Police Officer Cleared in Shooting

(Pierre) – The Division of Criminal Investigation has largely completed their investigation in the shooting death of Luke Ghost Bear as requested by the Rapid City Police Department. 

The Division of Criminal Investigation, assisted by the Pennington County Sheriff's Office immediately conducted the investigation into the shooting on March 9, 2003, and has determined that Officer Black followed Rapid City Police Department policy regarding use of force, used lethal force as his last option and that the shooting was justified.
