Rapid City Police Department and South Dakota Highway Patrol Officer Involved Shooting Summary Released
PIERRE, S.D. – Attorney General Marty Jackley and the Division of Criminal Investigation today released the summary into the shooting of James Baker on January 10, 2012, in Rapid City, South Dakota.
The Division of Criminal Investigation, assisted by the Pennington County Sheriff’s Office conducted the investigation at the request of the South Dakota Highway Patrol and the Rapid City Police Department.
The incident occurred on January 10, 2012, following a traffic stop in Rapid City. It is the conclusion of this report and the Attorney General that Trooper Robert Rybak, Officer Michael Frybarger and Officer Sean Doyle were justified in firing their weapons and using lethal force.
The Attorney General would like to thank the South Dakota Highway Patrol and the Rapid City Police Department and the Officers for their service and complete cooperation in this investigation.
